Will this fix my plumbing problem?

I have a copper pipe that leads to a spickot in my front yard that is leaking. I was think about cutting off the top of the pipe and taking Pvc pipe, cementing it to the pipe and putting a shut off valve on it. Would this work? Can I cement Pvc to the copper pipe? Any help will be greatly appreciated.
