Can my 2 year old go on carnival rides?

My son was born in Jan 3 of 2009 ...so he is almost 2 1/2....i am not sure his height but hes a tiny bit smaller then the average 2 1/2 year old....do you think he will be able to go on the kiddie rides by himself? I am soo worried he will be too too short....i have been dying to put him on some kiddies rides :)
