Why do girls(usually under 10) in kiddie pageants looks like they are trying to look 24?

They wear tons of makeup. Why do they want little kids to wear makeup? And dress/look way too y for their age. I think its cheesy. Why do we want little girls to look like that? Whats the purpose?
