Water balloons filled with water and food coloring.?

I'm trying to have CHEAP fun with the kiddies, yesterday we throw water balloons with water and food coloring mix at a white sheet, but when the sheet dried the colors were really light and faded. I add A LOT of food coloring in the mixture. So I'm now wondering is there something else I can add or do something in the same price range and with the some concept?
